While in Ukraine, yes, for sure. During official business....an alleged crime occurring IN Ukraine, of course.
If Biden was accused of committing a homicide during a session of official business while in Ukraine....would the investigation occur in Ukraine or back home?
It's not just a potential violation of U.S. law that's on the table....it's first an act that would also be a violation of Ukrainian law. Then violation of U.S. law STEMMING from the original violation of Ukrainian law....while on Ukrainian soil. The violation of their law over there would start it all off.
