No, Carl Smith was just that terrible.
In the land of the blind, the one-eyed man is king. Mora is the definition of an average NFL coach carried by a strong defense. A defense where many of its better players (e.g. Rickey Jackson) were already on the team.
The reality is the Saints should have never been that bad for decades. You have John Mecom, Jr. to thank for that. But the result of it is a generation of fans grew up with exceedingly low expectations.

Don't forget that the Saints just recently "enjoyed" three consecutive 7-9 seasons. IMHO, it would be a mistake to categorize Coach Jim Mora as mediocre and belonging to the Saints Distant Bad Past History. The current success must be carefully sustained, because mediocrity is not a distant part of the past.
