So if they do not have a deal by the 31st than is it a hard Brexit?
That's what the EU is saying, but they need the UK. There's no way they let them crash out, but it would be great for the UK if they did.

The Brenn Act is suppose to prevent a hard BREXIT because it would force the PM to request an Article 50 extension if there is not a deal that had been approved by Parliament. BJ supposedly had the votes for his BREXIT deal on Saturday but the amendment that delayed the vote on the BREXIT deal until the legislation that implements BREXIT is passed has already forced BJ to send the letter requesting an extension. BJ has said that if these two votes fail (the first is the legislation and the second is the withdraw agreement) he will again call for snap elections. He needs 2/3rds of the MPs to back him on that which he will not get which will force him to attempt a hard BREXIT knowing that it will be challenged in the UK's courts will fail, but will trigger a LOC vote in the House which if he loses would get him the snap elections that he wants unless Labour can convince the traitor tories into forming a government with Jeremy Corbyn as PM within 14 days of the LOC vote (which I doubt happens).
That is just the British side. The EU has not approved the UK's Article 50 extension request as of now and it has to get consent from the heads of the government from all the other EU countries to be approved. The "word on the street" as of Sunday was that some of the EU countries were getting tired of the endless cycle of extensions and that there was at least one European head of state that would not approve an extension unless the UK had a deal and was just trying to tie up the lose ends with legislation. However, if either one of these two votes fails then that would not be the case, and if one or more heads of state votes no on the extension then the extension would be denied which would trigger a hard BREXIT.
Basically nobody know what will happen if these votes fail.
