Because in the UK Parliament is supreme. The UK's lack of a formal constitution has allowed parliament to pass rules and laws that literally puts them above the sovereign and even the people. The British Parliament is the best example of a political ruling class being above the people.

Money interests in the City have zero interest in seeing Brexit implemented. While the people voted for Brexit what that looks like is anybodies guess so they doing everything they can do to obstruct.
