I still can't get any of the opposition to answered the question, if the vote for loses, does this mean the city incorporates the rest of the parish?

No.
The city has zero authority to incorporate anything.
Residents have to petition for incorporation.

I'm sure they will. We have all heard for years now that we are better and stronger together as one city. So certainly they will take the opportunity to realize that message by incorporating the open areas and making sure that everyone receives the city services that they are being charged. I mean, if not, wouldn't that make them incredible hypocrites?

They're not going to answer that. If you're lucky, someone else will for you. Then, they'll be roasted by SJWs for the next couple of days on social media for telling the truth.
