Offensive football penalties can't be added on to the end of the play, defensive ones can.

In the NBA, when the defense gets a penalty, the opposing offense is REQUIRED to do something they may not want to do (I.E. Shoot free throws with a certain shooter). All other sports, a foul results in a distinct advantage and most sports make it optional to take that penalty if they so choose.

By nature they wouldn’t be “added” on. They would be subtracted. But often there will be a holding call down field by a player and the penalty is assessed from spot of foul instead of line of scrimmage. Unless I’m misunderstanding you, that would be the equivalent to being “added” to the play.

Only penalties that occur after the play are added onto the yardage gained. Same for offensive penalties that occur after the play

ETA however some penalties are assessed from the spot of the foul
