There are several locations in the parish where a voter registered in EBR can vote.
They have every possible ballot. They know your precinct and the “key card” they hand you opens your ballot

That's what I was thinking, but didn't know for sure how it worked there.

So, the OPs noticing a bunch of people that, shall we say, don't fit the demographic of the average St George supporter... those people may not have even voted on the St. George question.

Exactly
Each polling place is a parish wide polling place.

Locations:
City Hall St Louis Street
Central Library
Coursey Fire Station
State Archives
Baker DMV

Five locations in EBR that any voter can access.

I like the State Archives, they let me come and go while Coursey and Baker checked me out too close. City Hall doesn’t care either, but it’s hard to get a parking place. Central wouldn’t let me in.
