What the heck do you mean by "fully fund" education? K-12 education was increased EVERY YEAR under Jindal. It just wasn't increased as much as local school boards and teacher unions would have liked.
What he did do was reform how the money was being spent through massive school reform.

The major reform push I recall Jindal making was to use public funding for the private school voucher program. Wasn't that struck down? Honestly can't recall how it fleshed out in the end

A one time $1,000 raise is peanuts, but to post here that's a JBE bribe is pathetic. For 8 years the (R)'s controlled the governors mansion and the legislature and teachers were neglected. Public monies were diverted into charter/private/parochial schools of which many failed students with poor outcomes. Teacher/State retirement systems and health insurance system funds were underfunded and raided by Jindal and his (R) legislative gang. It was full blown rob from Peter to pay Paul, so they could declare they never raised taxes. They still put the state in a $2 billion dollar deficit. Conservatives calling themselves tax defenders, while spending away the future (RINOs). Yet we are to believe that giving them total control again will result in change. PUH-LEEZE!!!!

maybe you should "read" the op...the southern average across the gulf coast is 3k higher than Louisiana and Louisiana rank's dead last in the southern region of states for teacher pay. that's just the average pay not anywhere between the average and top pay....just like the oilfield in Louisiana, look at any other southern conservative state and see that Louisiana has a dead economy in the oilfield...that is directly on JBE....I'm not saying Jindal was great at all but we need a conservative who knows how to run shite and get Trump down here to get us going....why a conservative ? because JBE will never work with trump...he is a Hillary supporter and dunno shite about better business, all he ever did to get la. out of the red was raise the shite out of taxes and the rest of Louisiana is still shite...in the end a better economy equals more money for everyone period....Trump with his hands in la. equals more money....
