Absolutely. As he let go of the Arthur "persona" and embraced joker he was lucid and confident. When he was on the car being cheered on he fully transformed evidenced by the you wouldn't get it line when talking to the Arkham psychiatrist. When he said I'm off my medication and I'm feeling good! he actually meant it.
