The United States and western Europe aren't the problem, and haven't been for almost half a century. Yet no one wants to address the countries that are actually the problem.

That is not how leaders behave.
Production being outsourced to China isn't even a fraction of the reason why they, and India, are the largest polluters by far. The main reason is they (their governments) simply don't care.
And I'll ask you the same thing I've asked everyone else, and have yet to receive an answer:
What is your solution?
