It's just incompetence at this point if Trump hasnt identified and replace these bad actors, complete failure of the administration to fight back.

I see your downvotes and everyone on this board knows I'm a huge Trump guy, but to identify this as anything other than a failure of the executive is misguided.
Trump should have fired EVERYONE day after inauguration like any dhim would do.
