No he said that in order for him to pass a bill from the legislature that raises the fuel tax they would also have to get rid of a tax or else he would not sign it.

You do realize that the soft GOP members that caved to the dems in the state senate are termed out and the legislature is about to get a hell of a lot more conservative that it has been in the past.
