I mean..that is too nebulous for me to care. But, I am truly open to hearing WHAT was promised to WHOM and HOW that promise was made and WHEN it was made and WHERE this took place / is to take place.
Furthermore, the left has said Trump is a LIAR. If a LIAR "promises" something...is it really a PROMISE?

These are good points. Hail also mentioned that Trump is sufficiently incoherent enough that we can't necessarily trust we'll a good sense of what he really means much of the time. I have to believe that these folks (whistleblower, witness, and IG alike) wouldn't put their asses on the line for this unless they were pretty sure.
We can't know until we see it, though. Our system presumes the president will put the country's best interests above his own and will respect the law and we really don't haven't worked out WTF to do if the people working for him suspect he won't.
I am seeing the Times report that it's multiple complaints rather than the one promise. There's some speculation that Trump pressuring the Ukrainian president to investigate Biden is part of it (they spoke in the time frame, Guiliani met with their people shortly thereafter, etc.), but this last part is still speculative.
