Winds would almost certainly blow you into the building, whereupon you either die on impact or get tangled up in your chute and plummet to your death.
Still, almost certain is not 100% certain, which is free falling or letting a million tons of rubble fall onto you.

Actually kinda figure this is what would happen to me:
Get the ‘chute open but then have a gust of wind slam me in to a building and knock me out resulting in death.
