That's not the way the numbers work. The article is clearly misleading, but the numbers and methodology are probably sound.

The conclusions are where people should be rightfully suspect.

It is an extremely extremely racist assumption.

They get away with it by making the preposterous assumption that LEOs are so racist that all black men, regardless of behavior, circumstances, location, etc look the same to them.

It’s just really crazy and irresponsible journalism.
They know the likely negative consequences of reporting it like this, but they don’t care.
