I mentioned this last night but went back today and read the statute and LASC decision [State v. Carr, 761 So. 2d 1271 (La. 2000)] and the court's only rationale for overturning the appeals court thus interpreting the statute as NOT applying to bicycles was the lack of a motor. Given this opinion, I think it is pretty safe to say that the Gotcha bikes and any e-bike would be covered under the DUI statute. How strictly it would be enforced is another matter.
