First, there wasn’t any movement at the top of polls back then unless a team lost. It was always better to lose early in the season. FSU lost early, then OSU fell behind them later in the season when they lost and stayed there.

Also, the reputation of both schools was far different then. FSU had spent a decade finishing in the Top 5. They would have been a perennial playoff team if they had the playoff format.

Ohio St had the perception of a paper tiger. They won a lot of games, had good seasons, but John Cooper only beat Michigan twice. He had the reputation of being a good coach, but unable to win the big games. He was fired only 2 years later after a 8-4 season. Even Buckeye fans and administration felt he was unable to get them to the next level.
