The root of our problems boil down to the state constitution. We have $30 billion dollars in our budget, yet $27 billion of that is constitutionally protected and earmarked by amendments, so we only have $3 billion to work with to balance the budget. The ONLY things that are allowed to be cut to balance the budget are education and healthcare. Every Louisiana voter, Democrat, republican and independent should all be voting on this one issue more than anything else for the future of our state.

It'll take an act of Congress and a complete overhaul of the state constitution. One of the problems is that every time a bill comes up for protected funding they phrase it as if you're an evil person if you don't vote for it. Also since there is so much locked up already every new fund gets locked up so it doesn't get raided.

The state constitution is locked down because no one trusts the legislature to manage the money.

Louisiana is very middle of the pack on per person tax receipts, so we have at least as much money per person as many states. Yet we are still near the bottom on every list.
