It's highly unlikely someone was able to get into the cell and kill him and stage it as a hanging. Though not impossible. It isn't as unlikely that people, knowing he had attempted to commit suicide once already, helped arrange for circumstances to allow him to finish the job.

Likely a bargain for whoever wanted it for whatever reason.

This is likely what happened. He should have been on suicide watch, anyone else would have been.
