Redlining is the logical application of actuarial tables.
Teens are more likely to have car accidents than 60 y.o. people. So, their rates are higher.
Women live longer than men so their life insurance policy is cheaper.
Blacks with identical incomes to whites are twice as likely to default on loans. So, they are a greater risk.

Of course it happens. Banks, grocery stores and other businesses don't exist because of any moral or social reasons. They are businesses that exist to make money.
If they cannot turn a profit they go out of business.
They are generally not stupid. If it costs more to do business in a certain area they will charge more....simple to understand. For example, take Insurance: If you are a higher risk or live in a higher risk area, you pay a higher premium. Again, they are not dumb. If they were truly overcharging competition would drive them out.
