Even at the local level, you ever see the toll lanes go away?

Believe it or not, I have! GA400 in ATL was planned as a 10 year toll road, you know "just to cover the costs". Paid for itself in 3-4 years and govt got used to the $$. They literally planned to shut the toll down for 1 day to keep their promise, then resume business as usual. Folks went nuts and they aborted that horrible idea.

Wow...that’s a unicorn for sure. I remember the WV Turnpike had that same premise years ago. Found ways to get that gravy rolling after it was just a “temporary” measure to pay for the entire project. Only temporary

Not quite. Tolls only covered 1/3 of GA 400’s cost (the rest was from federal and state gas tax revenue), and they were 20-year bonds.

Personally, I wish they had kept the tolls since traffic skyrocketed after they were removed in 2013.
