If I am the NFL, I'd offer him the following. You can continue to wear that helmet, but you will be removed from the NFL's health insurance policy AND you waive any rights for the Raiders, NFL or any other entity related to them for damages including the helmet manufacturer.
Give him what he wants and make him lose every single legal and financial protection he gets.
