The usual rule of thumb is about 7 MPH in Louisiana.
The reason for it is that state law dictates that funds from tickets for going about 1-5 MPH over the limit end up in the state’s general fund. Funds from going over that end up going to the jurisdiction in question.
The intent is to discourage speed trap towns nailing people for going 1MPH over the limit, as doing so wouldn’t net them any money.

You really shouldn't even be able to write a ticket for under 5 mph unless the speed limit is under like 40mph. A regularly calibrated speed detection device can be off by 3%, I'm sure these little bum frick towns don't calibrate their shite regularly.
