I'm not arguing that his statement makes sense and is factually accurate. It's not. So what is your point?
He told some people to go their homeland (not accurate for 3 of the 4) and fix their problems, then come back and tell us how it's done. It's not accurate to dumb that down to simply "go back to your country." It's not what he said.
One can acknowledge that the statement itself is confusing while also acknowledging that it was not some racist statement.

Not really sure. Let's break it down. I translate the first part as "these congresswomen came from places that have terrible governments (3 of 4 didn't) and now they are trying to say America sucks and think they know best on how to do a good job of running things." This doesn't make a whole lot of sense unless these people also served in government at their "homelands." It's like he's somehow implying they played some role into how bad those governments are run. They didn't. Maybe it's just implying that they come from a culture that has no clue how to run a government. But it seems that Trump is using their homelands / heritage lands (if that makes sense?) as some sort of dig at them not knowing how to legislate.
The second part to me is him saying "if they think they are so good at running a government, why don't they work on fixing the problems of their homeland / heritage land and come back and let us know how that went."
So to answer your question, I really don't know what he's asking them to do. What I do know is that it wasn't a "Derrrr you and your kind should go back to your country!" which is what the media is spinning it as.

We can agree to take racism out of the equation but I disagree that it is some throwaway point. Do you think people should identify as hyphenated Americans?

You missed the part where it's clear he's not trying to say something racist. No rational person would interpret this as racist: "Go back to your country, fix their problems, then come back and tell us how that went." Only someone foaming at the mouth to shout "racist!" would interpret it that way.

He just did in a press conference. Apparently what he meant is "if they don't like it here, they are welcome to leave." I don't get how you get there from the tweets but whatever.
