Well, does it say citizens or persons? If it says citizens, then why has no one ever really come forth in suggesting this be looked at it in the past? And it would be irony to hear the CA folks saying they are so disenfranchised by the electoral college to actually see them lose the most power.

It does not say citizens. It says persons.
