Should Illegal Aliens count towards congressional representation?
Constitutionally? Yes, unfortunately. It is not remotely a close call. We are required to count “persons,” not only “citizens” ... and to apportion accordingly.
Sometimes we must simply accept that the Constitution just does not SAY that which we WISH it said. This is the reason Article V was written.
