The question wasn't is he the best singer. It was is he the 'best lead man.' Sou don't have to be the best singer to be a great lead. You have to be an innovative and confident vocalist, which Phil most certainly is. You also have to consider the size of Pantera's influence. Metal is not a small genre and Pantera is easily one of the biggest influences in that Genre. If Vinnie and Dime were still alive, and Pantera had a reunion, it would be one of the biggest music moments in its time.

So I say yes, he is the best lead.
