how should it work? Should you be able to tell someone else what to do with their catch? So what if they give half their limit away? Who are you to decide that its wrong? As long as its not wanton waste, why does it matter where the filets end up?

FTR, I don't get to chase specs very often so whether I keep 15 or 25 is of little consequence.

But it would be nice to be able to keep 25 fish when I finally do get the chance to get on them. Seriously doubt I'm the reason the fishery is failing. If it is.
