So is this "affliction" something that affects only LA contractors? Because I've been in other states and they move MUCH FASTER when it comes to road construction.

I drove through one of these in Biloxi. It was my first time ever going through an intersection like that. It felt wrong driving on the wrong side of the road for a while.

You can’t change order a design/build project.
