I am sure that is the estimated time. They have to factor in weather, unexpected problems that happen on construction sites, etc.

Change orders, change orders, and more change orders. Drag your feet and try to skimp by with a skeleton crew, while you bid the job with twice the labor hours than you're using. Work slow as molasses during the mild weather months and fail to take advantage of said weather, and scramble because you didn't take into account that there will be bad weather for weeks at a time in the late spring, summer, and early fall.
