Shreveport has tried this in many incarnations on both sides of the river, they just become giant gathering points for large crowds of people who run off any potential paying customers and fail financially.

Not to mention the beautiful amphitheater on the Shreveport side that floods annually. But hey at least the attempt is there...

You wanna see apathy and a desire to never develop anything, visit the rivermarket in Monroe. On any given beautiful day, there is a 99% chance it's deserted.

No loitering laws that are enforced and a $5 entry fee that you get back on the first purchase at any of the businesses.

Solves this issue.
