Part of that is the loan situation, and part of that is less state funding.

Bobby J tried to force colleges to cut costs and stop wasting money by funding them less (in an isolated situation, not a terrible policy at all). However, all the colleges did is raise tuition, not cut crap, and allow loans to cover the higher tuition.
