Are tariffs really the issue we have with other countries? I mean before the retaliatory tariffs.
I thought it had more to do with IP theft, currency manipulation and other trade practices (like limiting foreign ownership of businesses).

Yeah, the biggest thing with China has always been IP theft and currency manipulation.
