That’s not how a parliamentary government operates.

The Members of Parliament who belong to the ruling party (Conservatives) vote amongst themselves for a fellow party member to become their Party Leader, and therefore the Prime Minister. They try to do this informally before they have to send it to the dues paying party members.

If they can’t succeed informally in choosing the "one" candidate, and there are two candidates, it goes straight to the party membership (dues paying). And if there are 3 or more, MPs vote for the top two candidates, then it goes to the dues paying membership.

Please stop talking about British politics like you understand them.
