The way is was described was that the brain doesn’t connect with telling the shoulder what to do.
It’s not completely uncommon to lose mechanics & not get them back.
The kid wants nothing more than to pitch again & is still working.

Same reason Jon Lester can't throw the ball to first base. Several second basemen in the majors through the years suddenly lost the ability to throw the ball from second to first.
