The stores don’t want their employees confronting thieves at all. Shoplifting costs can be absorbed. Lawsuits from an employee being shot trying to chase someone, or even the thief being injured by the employee aren’t worth it.
Police don’t do much because shoplifting is a low priority. Their advice to retailers is to have top of the line video surveillance that can capture a clear picture.
The manager probably finished helping check people out, went to his office to call police, and later that day they stopped by to collect any surveillance captured.

I have a coworker who went through a 4 year legal battle after being sued but someone who was stealing from the store she was working at (major recognizable store) when she tried to stop him. True story.
We are no longer allowed to confront people. We can ask people not to shop there anymore and tell them they aren’t welcome
Mostly we just follow them and hope we can see exactly what they stole so we can account for it

I asked the manager of the local Walmart here once how much they lose to theft every year. He said he didnt have an exact number, but total shrink for that one store was over $1 million. And this is a relatively small store in BFE Western North Carolina. Crazy.
When you're already absorbing that much loss, what's another $300 because some thief needs a new TV?
