Sure they can. It's just not a smart idea to advertise that you probably have a gun in your car.

It's ok if it's a Walther Sticker, then people know you are smart but the only thing I leave in my truck is a beater shotgun.
Not to mention, it's to be assumed every man has a gun in his car anyway. I live in Idaho now and you don't even need a concealed permit as long as you are 18. Everybody is strapped and it's the most peaceful place I've ever lived.
