Is it really that mystifying to your that just as crossfire was ending, Steele took his dossier to British spooks? Considering 5 eyes, and the poppa shenanigans over the summer, I seriously doubt they didn't know about it all already.
Eta. To me, this smells like cover for the brits. Sort of like that Susan Rice email sent to herself minutes after Trump was inaugurated.
