Don't know how true it is, but some people that spear fish the shallow rigs told me they are much more popular around the shallow water rigs than people realize because no one targets them with the right gear. Which makes sense, anyone fishing the 50-80ft rigs are fishing with snapper setups and not Warsaw setups.
Hypothesizing here, but if I were to burn an afternoon or two trying to target them. Probably drop down some 5lb live snapper, large blue runner, etc around the coastal rigs 30-80ft and fish the same way you would large AJs/Warsaws, using the boat and rod holder to pull them out of the rig.

They are definitely not "common" but we do see them. They're very timid fish.
