It's straight up treason as far as I'm concerned.
The spirit of the Logan act is mostly to prevent random civilians from sowing confusion or accidentally causing incidents, like they don't want you going over to China and pretending to be an official representative of the US government and promising them things and then China gets all pissed off later.
Kerry is doing far worse than that, he's straight up actively sabotaging US foreign policy, and he's a member of a prior administration.
