Rice in pot. Fill with water. Swirl water around. Pour water out to the point that the rice wants to pour out as well. Refill with water. Repeat until water is no longer completely opaque, but still a little cloudy. Usually about two washes, sometimes three.
In short, I'm looking to clean the crap off of the rice but not get rid of every ounce of starch, etc.

Is it all starch thats on the outside. Honestot, ive had some gritty tice before and jow there are so many smaller or local providers, i just figured it wasnt as clean.
