It's been years since I was told this so I may be off.
Many, many years ago manufacturers were putting something other than cotton, fibre, down, etc. into pillows, mattresses and so on.
Supposedly they'd put old rags, scraps, whatever into pillows and mattresses.

I guess it was some fed law.
At one point it said "..not to be removed by penalty of law..." and eventually was changed to say something like "..not to be removed except by consumer....'

I am an old guy but if memory serves back about 100 years ago - when disease could kill you without antibiotics - folks would recover the used and disease filled mattresses and sell them as new. Sorta like that movie with Antonia Banderas with the dead hooker inside the mattress. Because of all this - think it was prevalent on the east coast - the government stepped in and did the tag thing.

Became a pretty good marketing thing as the tag was like beef saying it is USDA inspected. It is how White Castle got so popular in the 20's with their white hats and white uniforms emphasizing how "clean" their hamburgers were to their competitors.

This is a nice illustration of why we need certain kinds of government regulations. If some business people are allowed to do whatever they want, this us what you get. Like sell unsafe products or destroy the environment so they can make more money.
