I don't agree with the charges either, but my understanding is that they are using the money from the parking charges to help pay off the bonds they took out for all of the new road improvements they are doing property-wide.

The problem is the people who stay offsite, then drive to a resort hotel, park, and then ride the bus, they don't pay at all. I know Disney has said they going to cut down on that, by doing things such as making sure non-resort "visitors" either have a restaurant reservation or the name of someone they are visiting, but that system isn't well enforced at all.
