So, exactly where does the State fit into this scenario? Is there no responsibility on the State level? Much of what this mayor did was probably already covered by a statute at the State level...
Not advocating for the abolishment of the FBI (it needs serious reform though) but it is not the Federal Government's job to keep local government in line...

Sure there’s a responsibility and if it was turned completely over to them it would be Katie bar the door for corrupt politicians and police officers.

Actually, if there are applicable federal statutes, yes, it can be there job. And I would be the first to agree there are too many such statutes, and there are things the feds prosecute that would be better suited for the locals/state to handle - bank robbery for one. However, public corruption is really a topic I can talk about ad nauseam (and possibly will end up doing so in response). Speaking from the standpoint of the (truly) rural south, it is nearly impossible to prosecute a crooked politician in state court in a rural county he and his spouse are from and have family lineage dating back into the 1800s. I’m not talking because of insufficient evidence or a weak case; I’m talking because of complete in your face jury nullification. I know similar - yet different- issues exist in inner-city settings, but I can give copious examples from rural areas.
