How are the Texas ISD's still broke year after year? We have one of the most successful lottery programs in the country of which 30-40% goes back to the schools, yet they are still broke AF. 
Not to mention we have substandard rankings :double casty:

It isn't cheap to build football palaces (Allen, McKinney). Then have to turn around and rebuild them when the first build turned out to be shoddy.
