I've never camped on Horn, but have on Deer and Cat. No permits required that I am aware of. Fires must be below the high tide line. Bring ALL the bug repellent you can and then also bring some more.

Sweet baby Jesus this. The horseflies on the barrier islands will eat you alive. They laugh at deet. Highly recommend a screen tent to hang out in while not moving around. If you sit still unprotected you’re fricked. Gotta stick and move on those bastards.

For Cat Island you need a permit if your group is bigger than a certain number, I think it's 10. I guess they are trying to keep commercial/pay for trips away. Last time we went we had 7 boats and 30+ people, it was a pain in the arse to get the permit because no one at the office gives a shite. I'll be camping/fishing at Cat Island next weekend if the weather is good. Please pick up your trash folks. Also, like others have said, the bugs are bad so plan accordingly
