Kind of a parallel relationship (for me) with say visiting a NOLA & a Charleston, SC.

Variations on a same theme.

I prefer Quebec as it’s so small & compact and the folks who live and work there are a bit more focused on tourism & hospitality.

Both are worth visiting. Arguably much more to do & see in Montreal.
