if the money was earned in New York its taxed in New York, moving away doesnt absolve you of the commitment to pay taxes there. i'm pretty sure Louisiana would come after me if i owed state taxes and moved to new york as well

i havent read the article yet tho

Yeah... if your job is in New York, you can't get out of paying New York taxes simply by moving your place of residence to Florida.

Im assuming its people who have two homes and are claiming their primary residence is in Florida, thereby avoiding NY state tax.

The software app is probably modeled on the IRS making you justify that you do in fact live outside the US if you are a US citizen. Huge personal tax benefits for expats, but you literally have to justify where you laid your head each night, and no doubt they can check this against your passport.

Because many of the cities in the north are losing residents, they have also instituted a "capital gains" type tax on selling your home, since you are not reinvesting that capital in the state, they can whack you with a nice bill as you head south.
