People driving less and being able to afford newer safer cars.
New standards would raise the cost of vehicles and people would opt to stay in older, less safe vehicles.

I don't know about the newer vehicles, but that thing had 5 oxygen sensors where the non California vehicle of the same make and year had 2 oxygen sensors. It was a PITA and expensive endeavor to replace them. She got rid of it, thank goodness.
