Why? Why in the world do we need to do an environmental impact study for expanding an already existing elevated road way that is elevated over DEVELOPED land?!?!?!?!?!?

What do think is going to happen when they begin construction which includes substantial structural elements and the equipment used to erect them? Also, new improvements will be up to current design standards and likely further impact the area.
